One area of change is clearly detectable. The British Social Attitudes Surveys have traced changing attitudes to childcare and household tasks (Witherspoon and Prior 1991; Kiernan 1992).

Scandinavian welfare states support parenthood in a more systematic way, with systems of child care and parental leave that give mothers better access to the labour market. Autonomy is the counterpart to dependence. Orloff’s framework for welfare states includes the ‘capacity to form and maintain an autonomous household’, and access to paid employment (Orloff 1993), and these are in the same territory.
