The conceptual framework used to analyse the ICT sector is then discussed, including the idea of this sector as an ecosystem, the layer model of the new ICT ecosystem and the key symbiotic relationships that exist among the four groups of players in the system. Finally, the role of innovation and investment and of telecommunications regulation is discussed.

A fundamental characteristic of the evolution of the new ICT ecosystem is the increasing tendency over time for all the components of this sector to be integrated into networks. This tendency began with telecommunications networks from the late nineteenth century with the integration of transmissions equipment, switches and customer premises equipment.
