Without such a government, we must create surrogate and replacement governance vehicles and mechanisms to ensure continuing progress in human health and development and robust preparedness for future threats. Increasingly, these global collective efforts will not be framed as “aid” or “development assistance” – outmoded concepts that are rooted in the aftermath of the Marshall Plan and the period of rapid decolonization. These concepts are already ill-suited for the geopolitical realities of the twenty-first century, still carrying the post-colonial taint of charity and patronizing assumptions.
