Most of these states have demonstrated that science and technology can do for a resource-scarce society what it did for a resource-rich continent: witness Japan's miracle and Italy's remarkable growth in the 1960s. M. technologies than their decisive or monopolistic technological edge in nuclear science. Americans have become world-weary and disheartened with the 'Crimeas' of Korea and Vietnam, and the responsibilities without the glories of being leader of the West's legions. Stalin's Russia is changed, having become a more powerful if more conventional state with the passage of time, and Mao's China appears increasingly able to make its voice heard in the strategic discussions of the world.

To a degree the answers to these questions lie in the future and are subject to a series of imponderable choices in the various capitals. Sooner or later, however, Europeans will have to 'weigh in', and with more than near-empty diplomatic statements, delivered seriatim. H one assumes that the United States will continue to bargain with the adversary until the military costs are lowered appreCiably, and that the Europeans will have to become partners in the bargaining by pledging more real resources if they disagree with a proposed bargain, the analyst is brought abrupty to the bar: what is European defence policy other than the American umbrella, suitably multicoloured?
