However, a person who obtains insurance through a job that pays part of its compensation in the form of tax-shielded insurance premiums cannot be allowed to claim the credit and continue to exclude the employer’s payment from income and payroll taxes for the same premium payment. Instead our goal is to net out any current subsidies from a credit that the worker may claim. The simplest way to do so and to prevent such double subsidization would be to require anyone claiming the credit to report the value of employer-paid health insurance premiums as part of total taxable wages and thus forgo the benefits of the exclusion (Pauly and Goodman 1995).
Should the credit/voucher be available as an alternative for those eligible 43 44 RESPONSIBLE TAX CREDITS for Medicaid and for those who receive the tax subsidy for employmentprovided insurance?
