These majorities have been especially strong in the United States, but it is interesting to note that citizens in one of the more advanced welfare states – Sweden – also respond with increasing reservations about increased expenditure and taxation.

A major exception to this generalization would be European countries such as Germany in which a large percentage of the legislature is made up of civil servants on leave from their posts in the bureaucracy.
