Rationalisation is the means proposed for 38 Neo-Malthusianism and Expansionism quantitatively reducing the demands made on the planet and bringing them more in line with the finite capabilities of the planet in terms of both natural resources and pollution absorption. It poses the ecological question as a problem of waste and overconsumption resolvable by elimination of duplication and of excesses. Global integration becomes the key, then, to rationalisation. An economically and politically integrated global society is proposed as best suited to satisfy the naturalist-determined necessity of rationality.

Unrestraint, then, refers to the freedom of the individual to exercise his reason according to his own volition. This, of course, implies a relation of equality in the exercise of reason such that one does not constrain or impede the exercise of reason of the other. Competition is conceived as a wholly rational means by which individuals seek to achieve their own goals. It is a modality of action of equal and free individuals. It is in this exercise of individual rationality that human nature is expressed freely.

As the rate of birth increases and rate of death decreases owing to longer lives, there is more and more activity weighing more and more heavily on the resources of the planet including the common air and common water which constitutes the tragedy of the commons. Formerly, activities determined freely by individual wants had limited effects on society and ecology but as activities have multiplied the effects of these same activities stretch across the whole ecological and social or public system.
