At its beginning, the catastrophic defeat of organised labour in 1926 shaped the political pattern of the 1930s and this has to be seen as the context for the ‘revolution that never was’. Revisionists also over-react to the temptations of teleology and hindsight, and in asserting the ‘openness’ of the late 1930s they ignore the structural constraint and contingency of an increasingly probable war.

Unemployment statistics may be misleading because of the geographical units used. Thus many local pockets of acute unemployment may be missed in the aggregate figures.
